Is Barack Obama Taking Public Funds?

According to a Thursday report by the Internet web site the World News Daily (WND), Barack Obama did NOT sign an executive order regarding illegal immigrants. But...Obama did set aside funds on this issue. Department of Homeland Security Secretary Jeh Johnson took taxpayer funds in preparation for Obama's immigration scam. Since Obama has NOT signed the order, DHS is violating the law.
