Some States Not Sending Absentee Ballots to Military

It looks like our military folks may not get the vote they rightly deserve. These are the same citizens who give up a lot of their lives for the cause of our freedom. Yet, they are being given the cold shoulder by some states while DOD turns a deaf ear. What's the deal?
