IRS Monitoring Whistleblowers?

Is the IRS setting up systems to spy on potential whistle blowers? It could be! Recent purchases by the agency includes surveillance equipment such as hidden cameras in coffee trays, plants and clock radios. I guess after all those taxpayer-funded conferences, the IRS still had enough money to buy as kinds of snoopware!
