Before I get any hate email or posts...I am Mexican-American by birth.
Our next door neighbor is a Mexican national. She has been here at least 18 years. She does not speak English very well. My wife tries to speak to her in English and so do I even if my Spanish isn't so great. The lady has a young son in elementary school who also speaks English to her. Why after 18 years has this person not mastered our language?
I guess for the say reason that the Department of Education has failed to help an estimated 23 million adults in America learn English. These folks, including 2.9 million born in the U.S., were designated as having Limited English Proficiency.
