It's Your Money - Bats in the Belfry

"Bats in the belfry" refers to people who act as though they had bats flying around the topmost part of their bodies or their heads. But, to prove a point, some politicians and their minions have to study the bats circling around.

The National Park Service will spend $40,000 in taxpayer funds for a “potential partner to collaborate on a project to identify the location of bat hibernacula within Sequoia and Kings Canyon National Parks (SEKI) in the Sierra Nevada mountains of California.” Gee...how awesome! I mean how awesome a waste of money.
